Methodology

How we source and verify BSL data

Every record on BSL Check is sourced from primary municipal and state documents. We do not rely on secondhand summaries or advocacy organization claims.

Primary sources

Municode Library

The largest repository of US municipal codes. Primary source for city-level ordinance text.

Second-largest municipal code database. Used for cities not on Municode.

Official .gov sites for state statutes governing breed preemption laws.

City and county official websites

Direct city websites and animal control pages for verification.

Authoritative organizations cited for context — never as primary legal sources.

What we record per city

  • Ordinance type — full ban, restriction, or no BSL
  • Banned breeds — exact breeds listed in the ordinance
  • Restricted breeds — breeds subject to conditions
  • Requirements — muzzle, microchip, insurance, spay/neuter, enclosure
  • Penalties — fines, impoundment, criminal charges
  • Ordinance URL — direct link to the municipal code section
  • Last verified date — when we last confirmed the record
  • Verification status — whether the record has been manually confirmed

Verification process

City records are initially sourced from municipal code databases and flagged by confidence level. Records marked "verified" have been manually confirmed against the actual ordinance text. Records marked "needs verification" have been identified through automated scraping and should be treated as directional until confirmed.

All records are reviewed quarterly. When a city repeals or amends its BSL ordinance, we update the record within 30 days of becoming aware of the change.
